Dr. William G. Davids, P.E., Professor and Chair of Civil and Environmental Engineering, University of Maine
Bill is a nationally recognized expert in structural mechanics and composite systems for infrastructure, with over three decades of experience in experimental and computational analysis. He is co-inventor of the CT Girder (GBeam) composite bridge girder system and the CFM, two technologies that have advanced the use of composites in bridges and structural applications. Bill has authored more than 70 peer-reviewed journal articles, holds multiple patents, and has developed advanced finite-element software for structural mechanics applications. He has contributed to national design standards for FRP composites in bridge structures and supported industry adoption through professional short courses and webinars.
As an advisor to ReForm, Bill provides deep technical mentorship and strategic guidance, building on a decade of supporting the team’s growth from student researchers to commercial development. His expertise in structural design, testing, and industry standards helps ensure ReForm’s CFRTP technologies are innovative, practical, and reliable for advanced composites applications.

Edward D. Pilpel, Polystrand Co-Founder; Former President of Gordon Composites
Ed is a recognized pioneer in composites manufacturing. As Co-Founder of Polystrand, he introduced one of the first high-volume CFRTP feedstock processes, helping catalyze the industry-wide shift that positioned thermoplastic composites as a viable material for structural applications. He also served a number of positions from Technical Director to Interim President of Gordon Composites, where he helped grow the company into a leading supplier of advanced thermoset laminates. Both companies are now part of Avient’s Advanced Composites division, continuing to shape the global composites market.
Recipient of the ACMA Volunteer of the Year Award in 2014 and Life Time Achievement Award in 2024, Ed brings unmatched experience in commercialization, scale-up, and high-volume composites production. As an advisor to ReForm, he provides guidance in turning innovative CFRTP technologies into manufacturable, market-ready solutions for infrastructure and industry.

Randy A. Payne, President and Owner of Adena Corporation
Randy is the President and Owner of Adena Corporation, an elite construction management and general contracting firm with more than 500 employees headquartered in Ohio. Since joining the company in 1988, he has expanded Adena’s capabilities through self-performing concrete, masonry, and steel, enabling delivery of projects ranging from community schools to some of the world’s most advanced themed entertainment developments. Alongside construction management, Randy has also developed and led multiple vertically integrated businesses in construction logistics and component manufacturing, giving him a unique perspective on how to deliver materials and solutions at scale.
As an advisor to ReForm, Randy provides insight into contractor adoption strategies, market logistics, and integration of new materials into real-world construction workflows. He is actively collaborating with the team on the development of PolyDowel™ and other CFRTP products, helping ensure innovations are designed and positioned for successful delivery, installation, and long-term industry adoption.
